6.2 Future Governance (DAO Stage)

In the DAO phase (target: post-2026), governance power will be distributed among all CCAT stakeholders:

Rank 10 Users	Proposal Initiators	Can submit improvement proposals (CIPs) related to courses, missions, or system upgrades.
CCAT Stakers	Voting Members	Stake tokens to participate in on-chain voting; each CCAT = 1 voting power.
Node Holders	Council Validators	Validate proposals before final execution, ensuring compliance and sustainability.
Foundation	Oversight Entity	Acts as neutral coordinator and treasury auditor during early DAO operations.
